PROJECT OVERVIEW
Spectrum Construction delivered a rainscreen cladding project at the Office for National Statistics in Newport, marking the company’s first appointment as Principal Contractor on a scheme of this nature. The project was delivered within a live, fully occupied government building, requiring careful planning, phased delivery and close stakeholder coordination throughout.
THE BRIEF
To safely deliver a specialist cladding scheme within a sensitive, operational government environment, while fulfilling all Principal Contractor responsibilities and maintaining uninterrupted day-to-day operations.
Principal Contractor Role
Spectrum Construction held full responsibility for the development and implementation of all Principal Contractor documentation, alongside complete site setup and the provision of welfare facilities in line with regulatory requirements.
Live Environment & Phased Delivery
Works were carefully programmed around the constraints of an occupied building, incorporating out-of-hours working and phased delivery to minimise disruption to staff and building operations.
Stakeholder & Client Liaison
Close liaison with the client was essential to secure approvals for all proposals, particularly given the sensitive nature of the environment and the requirement to work alongside the Patent Office.
SITE MANAGEMENT & COMPLIANCE
Responsibilities included site measurement, material procurement, health and safety inspections, and the day-to-day management of site activities. Spectrum Construction also prepared and submitted weekly and monthly progress reports to both the client and senior management.
THE RESULT
A safely delivered, fully compliant cladding project completed to programme, demonstrating Spectrum Construction’s capability to operate as Principal Contractor within complex, high-security public-sector environments.
